3. Rexburg, Idaho

Formerly Ricks College, Brigham Young University-Idaho’s growth over the last decade has helped fuel the economy of this rural town near West Yellowstone. But Rexburg’s growth in student population and economic prosperity hasn’t translated into a spike in crime, in part because the town’s police department and BYU-Idaho have both taken measures to curb sexual assault. Both institutions feature free self-defense classes like the police’s “Rape Aggression Defense Systems” course, and BYU-Idaho’s rape prevention class. These programs empower women by giving them tools to confront and/or avoid attackers.
